As a swedish person, I find it odd that they decided to name a race Fire (Eld is swedish for Fire)
And even weirder that the Eld originate from “Cold hell”
I assume it's because they're basically the Eldar from Warhammer.

I was sure they mean Eld as in Old, Elder
"Eldritch" also means "Elven"; it's just that Lovecraft got his hands on the term and the rest is history.
what is the suggested level for this?

Suggested level: Don't die.
A lot of OSR products have dispensed with level suggestions. Either the rules they are written for don't really use them or "game balance" isn't a priority.
So for what edition is this?
As an OSR (Old School Renaissance) product it has simple mechanics easily convertible to any older version of D&D or any of the many retroclones (simulacra of various older versions of D&D, rules for which are often available online for free). It wouldn't be difficult to convert it to 5E if you were so inclined.
According to title page showed in this review, it is for Labyrinth Lord, which means, or course, it can be used with any OSR or pre-3e D&D rules set.
