The SGT was put in an uncomfortable position where he thought he might have to actually admit that a citizen has rights. He didn’t like that 🤣
The Sergeant also didn't like when Sean asked him to clarify the area in which he could not record. The Sergeant was clearly flustered after Sean requested clarification after the Sergeant gave three different responses...premises, property, and building. He finally settled into the entire property including the building and parking lot. It would be interesting to know exactly what the person on the phone told the Sergeant as it is unlikely that the CSSD Adult Probation Services, being part of the Judicial Branch, prohibits recording outside the building in the parking lot as even the Connecticut Courts don't prohibit it.
If the Sergeant was told only the building, he acted outside his authority which negates qualified immunity.

He read the document Karen handed to him, heard the explanation Sean gave (the entire building is *NOT* a courtroom), he realized Sean was right but nevertheless he stubbornly continued to take Karen's side despite the evidence. Some people have a lot to say about auditors and their activism but that 9-0 conviction record brings the perspective that shows why we need them.
That could have been 9 separate citizens exercising their rights peacefully and having those rights violated, but who dont know their rights, and they would have just gone unnoticed. But since they were all brought against one person they stand out more and because they happened to someone who knows the consitutional limitations of the officers' power and authority there's some chance for accountability.
