When you have a skill of communication then you are a good teacher, businessman,trainer, Client, college,boss ,officer and everything
I have noted that the speaker's style of teaching is like she is talking to school children, as she is probably trained to do so. She needs to change her tone and approach according to the audience's intellect and age levels to create a cordial environment. This will make her lectures more interesting, effective and meaningful.

My impression is that she cares more about presenting herself than teaching, which is why she is overreacting. Even with a lower tone, the powerful message can be conveyed, It doesn't have to be too hyperactive. The primary way to learn is to read books and acquire as much knowledge as possible. Motivational speeches do not help you in daily practical life.
She is not Overreacting. She studied from Cambridge University and that's how British people communicate. Regarding your view that speeches will not help you practically, she is clearly telling you to practice and improve. Finally reading books may help you with vocabulary but it will never be enough to learn art of communication
