The lower and the lower middle class finds the beach a luxury vacation or weekend spot and they dont have common etiquettes, especially the immigrants from other states of India. The problem of littering and not following the rules is so much in India that the Prime Minister and the President had to step in and invest thousands of crores or billions of dollars to support the municipal corporations to buy such equipment and run constant advertisements on TV and huge as$ hoardings to educate people. But people in India have this anti establishment nature to themselves as a society coz of the constant rule by foreign powers. When the rulers try to impose something for their well being, they will reject it. This country has become a shitholee now. People just dont follow the orders of our PM becoz they r from other ideology.

People's mentalities are different. You are absolutely correct. The new generation is trying but when it gets really busy, it is a struggle.
