They have "cold pads" for dogs. They come in small, medium, and large. I put one in my dog's bed under a thin towel because they can burn they can get so cold. You might want to look into this to see if this might be of assistance during hot weather.
Some animals like small dens are otters like that? Because I thinking you could have gotten a bigger cage so he could sleep stretched out in his hammock. But I don't know what otters need.
