That an attempt to fulfill it was not in the event successful does not make a charge of incitement inapplicable. It’s the same straightforward reason that not getting the service does not make one immune to a charge of soliciting prostitution.
The actually relevant facts concern the behavior being described as incitement, and on this point the Republicans are not merely the pot calling the kettle black, but so far beyond the pale as to make false equivalence absurd.
