Nathan didn't know how much Nanny Carrie was pretending to be Jamie's mom so it wasn't like he was "allowing" her to pretend to do that. In fact, Nathan had no way to know the depth of Nanny Carrie's crazy. Both Nathan and Haley were put in extremely difficult positions. Nathan put up with a lot at first because he knew that Carrie was taking things off of Haley's plate and he knew that Jamie liked Nanny Carrie and at first it was small things that he felt he could control. Like she swims naked and he thought all he had to do was tell her to stop and that would help. But then things spiraled out of his control and none of them knew that this went beyond Nathan... that her intentions were far more nefarious.
