I almost forgot about this game until I stumble upon a board game called "Mage Knight" and instantly I recalled this SNES gem from CAPCOM. Dang, good times. Edit: I always thought Gildiss' design and antics was inspired from Smaug of The Hobbit.
Admittedly, my memories of this game are pretty foggy, but staff #5 has shorter range than Staves 4 and 6 if I remember right. Given that range is life on the wizard due to his low health and the high amount of damage he takes from enemies, the player likely just skipped it to save time later.

How does the player kill bosses so fast?
Somebody could explain why he didn't take the level 5 staff ?
Fire magic has lower range, damage is probably also lower if it doesn't hit all
