Tenants cannot do such a thing unless they inform their landlords of the issues and the landlords don't get to fixing them in a suitable time frame. If you don't tell your landlord of the issues you are not allowed to deduct from rent because the landlord wouldn't know of such issues to get fixed.

This is an actual thing you can pay less rent if you are forced to make maintenance cost however, the fact that he did not notify the landlord of those fixes means that he is not liable for that lesser rent
If your tenants tell you or the police that they have maintenance issues on the property they have not brought up to the landlord, start lawering up, they gonna try to sue you for not fixing them, bc the dumb law is on their side on these things.
Give them notice to leave. If you do not pay the rent then you do not get to stay. Six months is ridiculous. They should have been breached the first time the rent was not paid. Not breaching them gives the impression that you will not pursue the matter. You have actually trained them into thinking that rent is not mandatory. It is a commercial and legal arrangement. It would be considered an emotional conflict because even if not true in this case, he could very well have a personal issue with them since they are screwing over his fiancĂ©.
