You forgot about Bra (Bulla) she can't fly or fight so she would work as a survivor. Giru can run and fly maybe they'll give it both. Only skills I can think of for Giru is it's missiles it did in GT and Dragon Radar Head Start since it ate the dragon radar
i think a divine water skill would probably be something like you will lose your shield for a temporary buff, and if you take it while you have no shield you just fucking die. ☠️
I could see Bra being a sruvivor skin but it seems more likely that we get Lunch this time. It would probably make more sense for it to be Bra but I think they are limiting it to one woman transphere per season (aside from outfits).
Your prediction for Lvl 1 makes me imagine if part of Baby's gimmick were straight up that civs can't be rescued at all. I don't personally vibe with them being all infected already, takes a bit away from the thrill of turning civs into a gamble for the survivors. I do hope Baby still end up needing to set up the civs, be it hopping between them or just infecting them from the comfort of Gohan & Goten. btw glad you liked the idea of civs possibly attacking survivors and/or flagging their locations! :D I also hope they roam during the STM phase so they can inconvenience the survivors every now and then.

You could actually use the ultra divine water for Korin for something else… maybe make it so you can use it to free NPC survivors from Baby’s parasite control, and make it so they can be rescued/Baby can’t track you through them.
Girus gimmick is that he eats stuff; and it becomes part of him. So he could probably eat items like rockets or Vegeta gloves and it’ll be a part of his kit or get extra charges of it.

Civs can’t really fight back, they can’t use transpheres, but they use can be used as a scout and locate the survivors, neat idea though.
