Governor Juffa and Minister Tomuriesa Butt Heads Over Legitimate Landowners of Collingwood Bay

  • Forest Minister Douglas Tomuriesa has accused Governor for Northern Province Gary Juffa of spreading lies in mainstream media regarding who the rightful landowners are for Collingwood Bay.
    The Governor and Minister were at each other’s throat in Parliament today on the legitimate landowners.
    Minister Tomuriesa claimed the group that signed an agreement with PNG Forest Authority is the legitimate group.

    After watching this, it, first of all, shows what type of leaders they are. Honorable Garry Juffa from what I can tell, he did a thorough investigation himself as the mandated leader, he felt obliged to do it not like some lazy politicians just sit in their office and expect people to do it for them then worst case scenario talk about something they don't know or have no idea. There are only a few people who are vocal in parliament about issues which of importance to our country and I as a concerned citizen applaud that, keep up the good work.

    Its a good debate between Garry and Douglas which raises the issue of what is a reasonable time to review a customary land lease if the lease does not operate well as expected , well if the land is leased to some developers for 100 years, and the developer fail to accomplish its expectations within the agreed time say 4 years , the subject land must be deemed revert back to landowner and that must be the law. Even if the project developers deviate from the project same must apply ,it a breach of the lease. Most customary land lease are sitting idol , landowner should either develop the land under their respective ILG or get a developer in and make use of the land. Some developers lease the land then sublease the land again for their greater benefit while the initial landowners are denied ,such practice are simply cheating the landowners. A good example is the Bulolo Forestry lease , people are denied certain percent since leasing their land to developers, it PNG Forestry and RH having better deals while the landowners are ignored as the initial lease agreement fail to address the landowners wider benefits in the event that , the initial lease is eventually sub leased. food for thought.

    Every Born PNG citizen would know very well that,anything to do with land isnt going to be just one tribe to be the real land owners.The minister for Forest jumped the gun when the very first tribe walked in claiming to be them.He should have gone himself to the Colling Wood village at the very first day and get more informations if there are some other tribes that they could claim to be the land owners.If more land owners are discovered,now village court comes in to do the hearing. Whoever wins the court, than next will be the winning clan to sign the documents.
