I'll tell the story
Steve is guy who wants to be known as a god like hero so he puts evbo in a stimulation, and puts him through different phases, the noob phase , pro phase , and the hacker phase, in all of these stories he gets betrayed multiple times, making him more violent each stage, then Steve tranfers Evbo's memories to his dummy herobrine, then herobrine acts as if he is the villain and steve pretends to save everyone , when in reality he is the one who created herobrine
Steve just wants fame and wants to look like some hero

Here is full story: the person who said he is gonna be the hero is probably steve, and he used herobrine as a advantage to make everyone believe he is a hero by using his specialized created weapon to kill herobrine. Making everyone believe he is a hero. This also stick to a popular vid where there are 3 players, alex, steve, and brian. Steve is a a agricultural guy, alex is a fighter, and brian was a map guy. Brian got mixed up with steve, he is jealous of steve because brian wasnt even known, brian when on his map journey to discover the whole world, stumbled across the command block, which let him become god and made him corrupted, brian then trapped alex and steve in a bedrock prison, and brian became herobrine.

Theory: Herobrine is Evbo from the experiments, if you watch every single series (Noobs, Prosm Hackers) you know that at the end of every series it cuts to a lab with people experimenting on Evbo and another steve dude. The "boss" that controls the experiments is a steve skin, so maybe steve is the person who created herobrine, but specifically amde it to that Herobrine is weak against steve, That may explain how a single arrow could "kill" Herobrine with god like powers.

Theory: Steve made of the hero brine so he could be seen as a hero. When evbo found what was used to summon herobrine, Steve decided to capture him and do tests on him, thus causing the start of this whole story.

So someone (Probably Steve) Created HEROBRINE by taking Evbo, putting him through 3 simulations, (Phases 1, 2, and 3.) to make him hate players. He then put his consciousness in another body, the body of what would come to be known as HEROBRINE. Whoever did this wanted to be a hero, so it’s likely Steve is the one behind this.
