I love that you caught the meaning by thorgrim's question, it flies over most people's heads. Most of the leaders there don't actually lead their faction, like kislev, cathay, and teclis with the high elves as you mentioned.
I know i'm rather late to reply but I think folks can forgive Katarin, Miao Ying and her brother for sending people in place of them considering as you can see in the trailer alone their lands are being massively attacked
What I like about this trailer is also that it has a bit of storytelling, unlike most of other "ingame" trailers. We see direct leaders of most of factions at the council like Louen, Thorgrim and so on, but for Cathay and Kislev we see only generic lords there, as well for High elves the Teclis and some nobles, instead of the Big political figures like Alariell or Tyrion. But then in the trailer we see that exactly ALL those countries are currently bearing the brunt of the attack. Kislev has Archaon, Sigvald and Daniel rolling over it. Ulthuan has full on Dark Elf invasion going on, PLUS Kairos conquering cities and doing some warp shenanigans there, which we all know definitely isn't a good thing (waystones and vortex anyone?). And what Cathay has? Wulfric the Wanderer with a Norscan invasion breaking through the Bastion Skaven armies in warpstone desert and a FRIGGING Dark Master directly fighting as well. It's obvious that all those factions can't spare their leaders coming for some vacation because they are BARELY holding the onslaught thats coming for their lands. So they send some diplomatic envoys since Ordertide alliance would be really nice right now for them, and when those envoys (kislev, cathay) see that they are all just rather squabbling amongst themselves instead of facing those problems they just leave because they know they are direly needed back home
Thorgrim's question is actually more clever than you think. While not all the leaders showed up, they know those leaders well enough that the people who did show were represenatives of their people. They simply sent represenatives instead of actually coming because they had a situation more dire they needed to personally attend to it. Kislev sent both an Ice Witch and a Boyar, two of the prominent components of Kislev's goverment. while Cathay sent a distant decendant of one of the dragons, technially making that person part of the royal family. But who supposevly represents the high elves? Teclis. An elf that has a reputation for both doing things disobeying the orders or laws of the Phoniex King, and isn't even in line for the throne. He's a prince of Cothique, not the prince of Eataine. He may rule Saphrey, but Saphrey is an electoral monarchy, not hereditary. Unless the other elven kingdoms within Ulthwan vote that Teclis that he should be the next Phoniex King, he has no valid claim to the throne. The only one who does have a valid, heredetary claim to the throne is Malekith...who is currently fighting against the Phoniex King. The war between the dark elves and high elves is still, even after all of these years, a war of succession. Thorgrim has very good reason to doubt Teclis, beyond his known insubordiation and habit of deception. Ulthwan isn't being invaded by chaos yet, it's being invaded by the dark elves. The Dark Elves have committed centuries of raids and wrongs, and the orcestration of the war of the beard aganst the dwarves. But right now, they are not actively invading the dwarven kingdoms. Essentially, Teclis is asking Thorgrim and the others, while they are being actively invaded by shared enemies, to attack a nation completely unrelated to the current wars they are engaged in. The aid of the elves may prove valuable...but can you trust a minor power, with a reputation for being manipulative, to somehow send forces his kingdom has not even distant dominon over?
Elves have a real bad habit of ignoring any problem with the world besides dark elves until it's much too late. They see themselves as being above the squabbles of the "lesser races" with Teclis being the only one who takes outer threats seriously.
If I recall correctly, that fight is actually canon and Gotrek nearly killed Skarbrand before he escaped. But in the end times the Druchii (dark-elves) joined the forces of order and fought against the forces of chaos. Malekith with the help of his black dragon Seraphon eventually killed Skarbrand in the end times.
I love how offended the dwarves are when Teclis said short sided. Another I like is the elves reaction to that too. It could be interpreted as "oh there goes thorgrim being easily offended again" or "ffs Teclis is being accidentally racist again, ruining this opportunity"
Watching Grombindal and Tyrion fighting side by side damn near brought a tear to my eye. And they were fighting to protect a dwarf hold, I'm sure, which makes this that much more wonderful.
I think Loremaster of Sotek pointed out that A. the other elves were probably too proud to show up suggesting they work together and B. the dark elves seem to be on the warpath and you get three guesses where they're doing that. (Hint, it looks like a doughnut.)
@@DogKacique I think he might draw the line at Slaanesh but I don't think dwarves would be off the table if they helped him kill Druchii. Amusingly enough I wouldn't put it past him to work with minor Druchii factions if it meant one of the major lords died (Primarily Malekith and Morathi) although they would probably do a skaven backstab once the deal is done.
It was always funny to me how "the good guys" were usually struggling to firm some kind of alliance while the "bad guys" just rolled with it like "EY, you wanna invade the empire rn?" "Sure, just lemme fin- *stab* it's done, when and where?" And I'm not talking about Warhammer. It's like everywhere :|

Except for maybe the Phoenix King Finubar. But everyone (especially GW) forgets about him and he might be the character that was done the dirtiest of all the Warhammer characters.
In the dwarve's defense. They actually have no assurance that the High Elves will even commit to assisting them. Yes Teclis is there but even he is unsure if his brother will even commit to the war effort.
