I'm a doctor. The fight-flight-freeze response is activated after getting shot in the arm. The amygdala then processes fear which signals the hypothalamus to stimulate the autonomic nervous system. This in turn triggers both the sympathetic and parasympathetic nervous systems. The former is responsible for your fight or flight response while the latter freezes you up; it depends on the dominant pathway at the time. Presumably, valorant agents have suffered from a quite sizeable amount of PTSD given that they have to clutch the game after their team mates proved to be trash, which unfortunately triggers the parasympathetic response and makes them lock up when getting shot in the arm.
I hope this clarifies your issue. Here's your bill.
Edit: holy shit y'all thanks for the likes. This comment basically explains the physiological pathway of fear and stress stimulus mixed in with valorant jokes (97% true lol). Fight-flight-freeze response is a real thing. Yes I'm a doctor and I mainly do general surgery, like take out your appendix or worse repair that hole in your stomach you got after binging on beer and spicy nachos during your week-long valorant session. I’m a medical student and I can say that when you get shot in the arm or hand you will lose blood and your body will be in an emergency state where there is 2 options generally either A)you enter in a fight or flight response due to high levels of adrenaline and noradrenaline causing you to run faster than your regular speeds and this lasts for a while or B)your body enters a severe shock state called hemorrhagic shock and make you slower and if not treated you will enter a coma then after some time death may occur.

Omen says "scatter" when he uses ult because in order to teleport, he needs to let go of his body, his astral, unphysical body or whatever. He needs to do that. He needs to let go of his hold keeping his body together. It's in one of his voicelines. They mention how omen only manages to stay whole because of his cloak and his hold of his body, he literally needs to "scatter" to teleport. They also mention how painful omen feels when he lets go of it. Just a fun fact.

Getting shot in the arm usually puts you in a little version of shock and you also have the flight or fight response so it’s a game so it might be slowing down for the fight response
The "Scatter" thing actually does make sense. You don't always know where he is going to teleport, so the opposing team "scatters" to try to find Omen before he becomes a threat, and he knows it.

I personally hate CSSO for their loot boxes, it’s gambling hands down. But I’m not gonna stand here saying a pack of similar skins made by one designer is worth 100$ per person when it isn’t unique and has a 0$ resale value unless your account is sold (which is against TOS). Both systems are bad, but to justify what valorant is doing with something worse is like saying I’m only getting scammed consistently (valorant points and outrageous set prices) instead of occasionally (boxes and keys that have rng) so it’s better.

The “you don’t kill with abilities” was proven kind of false after Morello said on Twitter that abilities only kill you when you don’t respect them like if you don’t respect a raze nade and you just walk right through, it will kill you, but if you respect it and run away from the nade you won’t die from it.

Getting shot in the arm is very similar to being shot in the leg, in the fact that it is extremely life changing if you survive (which is unlikely) as in both you’re arms and you’re legs there are highly important main arteries, which is cut or tester from a knife or bullet, massive amounts of blood will be lost and if not treated extremely fast, could lead to death as like said before, fatal amounts of blood would be lost.

Viper's "B" when dancing to the beat
When you get shot you will feel an immediate burning sensation in the area you were shot in. When you get shot after a bit of time your body will prioritize your vital organs and move a lot more blood to the center. Also the type of gun matters because an assault weapon is made to shatter and destroy everything. If an assault weapon hits a bone it will shatter it, if a handgun shot you it might break and dislocate a few joints. Not to mention, bullets travel usually at 900 mph so the speed of it in itself could leave a big wound. Bleeding out could also kill you, even if it's a bullet to a limb it can still kill you just from bleeding out. (best thing to do is a apply a tourniquet) Also Bullets don't enter the human body perfectly, they will usually ricochet and expand inside the body and destroy every tissue it touches. Even if you were able to survive a gunshot you might have to have the limb that you were shot in amputated because of infection. Getting shot in the arm can be deadly because we have so many huge veins and arteries in ourarms and legs that need to stay intact for us to stay alive.
