In this editorial segment, Mr. Sujit Nair discusses the current status of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and its financial challenges. As of six months into the fiscal year, the MGNREGS, a prominent rural employment initiative, has exhausted its funds. According to data released by the Ministry on its official website, there is a deficit of ₹6,146.93 crore in the scheme's finances.
For the fiscal year 2023-24, an allocation of ₹60,000 crore was made for the MGNREGS, which is 18% lower than the budget estimates of ₹73,000 crore and 33% lower than the revised estimates of ₹89,000 crore for the previous fiscal year, 2022-23.
Informed sources have revealed that on September 15, the Ministry of Rural Development (MoRD) approached the Finance Ministry requesting a supplementary budget of ₹23,000 crore. However, there has been no response from the Finance Ministry regarding this proposal.
In response to criticism from Opposition parties regarding budget cuts, Finance Minister Nirmala Sitharaman emphasized that the MGNREGS operates on a demand-driven basis, and additional funds will be provided whenever there is a need.
In a statement released on a Thursday, the MoRD reiterated this point, highlighting that the MGNREGS is a demand-driven wage employment program. It explained that fund allocation to states and union territories is an ongoing process, considering factors such as the demand for work, labor budget, opening balance, pending liabilities from the previous year, and overall program performance. The Ministry further stated that it requests additional funds for the MGNREGS as needed to meet the ground-level demand for employment.
According to Ministry data as of October 4, out of the ₹60,000 crore sanctioned, ₹56,105.69 crore (93.5% of the funds) had been disbursed to the states. However, the Ministry's statistical report on its website indicates a deficit of ₹6,146 crore. Despite attempts to seek clarification by sending questions to Rural Development Secretary Shailesh Kumar Singh, there has been no response.

Even if the govrnment changed, the coming gvernment will not be able to improve things in one term. It will take minimum 10 years to normalise things .After that only you can expect any improvement or development.

Sir ji I am very much listening to MGNRES issue very very attentively. It is very very shameful of the central govt to say no money for the wages MGNRES workers. We all need to get a few things straight. First, the MNREGA scheme was created and instituted by the UPA government. Modi government is least bothered about keeping the scheme alive. In fact, our beloved PM had made fun of the Scheme on the floor of the Parliament, in 2014.
Second, optics matter for all governments, more so for this government, led by a narcissist. Appearance is more important than substance, headlines are more important than facts. Colossal amounts of money is being spent on optics - be it the Sardar Patel statute or the new Bermuda Triangle, sorry our new Parliament, or making a tamasha out of a routine G20 summit.
Third, one thing this government has proven in the past nine years, is it cares two hoots for the poor - they just don't care if poor farmers and rural people die of starvation. We don't even know how many are committing suicide because this government suppresses such data. This is quintessentially a suit-boot-loot-ka-sarkar. What matters to them is that the rich cronies get richer. We are talking of funding an additional 6,000 odd crores to keep MNREGA running yet, how many lakh crores is being written off by this government, this FM and this PM to help the cronies?
According to the Minister of State for Finance, the losses suffered by all categories of banks, from 2013-14 till Dec 31, 2022 amounted to Rs 12 trillion (Rs 12,09,606 crore). Now, on June 8, 2023, RBI invited willful defaulters and fraudsters to sit down and come to a ‘compromise settlement’. Again, interestingly, the overall recovery rate in insolvency case stands at 30.4%, implying banks taking a haircut of approximately 70%. In effect, RBI is willing to write-off up to 70% of Rs 12.1 lakh crore. In short, Rs 8.47 lakh crore is being for all practical purposes being ‘stolen’ from the bank savings of common public by the cronies of the Modi government and the government is not only silent but complicit in this outright robbery.
Now compare a shortfall of Rs 6,000 crore (after a steep cut in budget layout) to the generosity of this government in taking a hit of Rs 8.5 lakh crore. Mr Nair, I hope you get the picture.

Lot of buzz around depopulation around the world is going on and I feel this is a part of it. Foreigners and Indian corporates want to capture all core products like food especially. Now we all know when corporates enter into any product what they do.....maximizing profits. Two ways by which government is helping them. They want only enough poor people who are required for these corporates since these corporates don't want to employ everyone. They can control everything if they control food. I feel this is happening because governments across world including our government is also a part of this sinister strategy.

In West Bengal rural people worked for days in MGNREGA scheme. But they are not paid their wages. It's been 2 years or more Central-State spate is going around but all for agendas. Truly speaking Govt owes ten ten thousand rupees to almost every workers. They worked hard for it.

Sujit ji, you have really touched the right cord. Firstly there are a reasonable number of people who viewed this programme, so that is encouraging. You are absolutely correct about the attitude of the present government, for them it's ONLY optics matter. Everything is an event that needs to be publicised, so that it can give electoral advantage. What is the point of development if the poorest of the poor doesn't have the basic subsistence income. And every democratic country worth its salt, should be ashamed if it is not a welfare state. It's not the money, (that is too small for a budget our size ) it's the can't care less attitude that is very unfortunate. Lastly the picture of the FM was quite unnecessary.
