recycling is punishing enough with the deployment cap right? I think recycling should be the normal one here

Yeah the inefficient recycling means that you generally want to try and keep any units you get (e.g. starting packs and free units). It also makes flanking others less worthwile as you would lose out on deployments and money (if only flanking for a round or two).
