    I think what you are saying is that there has to be change in the story, but that that change can be either in the character, or in the character's environment, or both.

      Yes. A story with no change whatsoever is a boring story. But the change doesn't have to be the main character. There are so many possibilities!

    In the stories I'm writing, I have a character, Doctor Susan Fielding, a geneticist & arachnologist, introduced in the second of seven stories, that just might have a flat character arc, though not at first. She is one of my main protagonists. She has some slight character growth in that story, as she goes from someone who just wants to find some notes that will help her to overcome an obstacle to the research she is doing for the military, to someone willing to go against the military to do what she knows is right & help someone who truly needs her help. From the third story onward, though, she stays pretty much the same person she has become by the end of the previous story, & does not change significantly through the remaining stories. She undergoes a flat character arc from the third story to the seventh, remaining the person she has become, the person willing to defy the military to help those she can & do what she knows is right, without significantly changing any further, while bringing about changes in others & to the world around her.

    I guess I'm mainly a Pantser. As I'm writing my novel, I think up new characters as needed and insert their appearances where needed. Sometimes the backstory of where those characters come from ends up making them grow. That's just the way they turn out.

    OT but important. Amazon is messing with your book, Redemption's Price (and at least one other by the same title by another author).
    I went to Amazon, selected "Books" and entered "Redemption's Price". What I got as the result led off with...
    - The Price of Redemption (1) (Tides of Magic) Book 1 of 1: Tides of Magic | by Shawn Carpenter
    - The Price of Redemption (The Dutchmen MC Book 1) Book 1 of 4: The Dutchmen MC | by ML Nystrom
    - The Price of Redemption: The Spiritual Economy of Puritan New England by Mark A. Peterson
    - The Meritorious Price of Our Redemption (Classic Reprint) by William Pynchon
    ....and so on for the rest of the first page. OH WAIT! Edited, they DO show up... but half way down the page.
    I used to be a 3rd party bookseller on Amazon, and stuff like this happened all the time. Database screwups, I think. I have no idea who you call these days to fix it.
