      Is it true tenant gets evicted faster if they don’t do the 80% covid relief? , if by July they don’t pay full with or without the relief, how does the time frame works ?

      @@Genesis--me8ud Good question, but it kind of mixes a few things together. This all assumes that SB 91 isn't extended or replaced. A tenant has to pay 25% of monthly missed rent (from September 2020 to June 2021) by June 30, 2021. If the tenant does not, the landlord can move forward with unlawful detainer in July 2021. If the tenant does pay the 25%, then the tenant cannot be evicted for nonpayment of rent in the past, but if they miss the rent going forward (July, August, etc.) then the landlord can move forward with an unlawful detainer. If the tenant and landlord agree to the 80% relief, then the landlord cannot evict for nonpayment of rent, unless the tenant misses rent going forward (July, August, etc.). Be sure to review the agreement for the 80% relief.

      I I’ve had eviction in May 2020 for one month of non payment. So I gave her everything I had . And asked to sign a lease that was landlord friendly. So I refused & said bring a new lease. We had a verbal agreement starting 2020 for 4 yrs . . He passed 3/13/2020. && 5 days later she’s at the door wanting to know if I can pay & how. She’s since declared her self unable to handle the property.
      I’m worried that she is still trying to get me out after 26 yrs.

      I have a question I have read up and have a little understanding but I’m not going to depend of lack of info. I am staying at a hotel in Ontario,Ca I have been on the property since March or 2020 and yes they do move around sometimes within the 30 day law as of yesterday they almost doubled my rate and as of right now I have been in this same room for about 7 weeks, I’m unable to pay and told them to evict me they called the police, they and the police are trying to tell me that this hotel is exempt from the 30 law. Is there such a thing that there exempt. I have not signed to my knowledge any type of paper that says there exempt. Can you please answer that for me I’m also dealing with health issues had a liver transplant and since surgery my right lung is at 10% function. Thank you

      Not sure there's compensation owed in this case, unless you pay to fix those fire hazards, but discuss with an attorney.

    When you say enter a tenants property, do you mean both the outside or just the inside, the unit. Is a landlord allowed to access the outside of the property without notice. Everything I find says unit. That to me means the inside.

      The lease may offer some guidance on this as to what the tenant has exclusive use of. A landlord should be giving proper notice to be on the outside of the property as well...especially if it's an area that considered exclusive use by the tenant, like a fenced in backyard. Another example, if the landlord is having repairs done to the roof, then the tenant should be given notice.

      As long as it's not in LA County, where a tenant doesn't have to cooperate and let anyone in through May 31st, 2022.

      @@rantym35 That's correct! It's crazy, but true! As you know, normally if a California tenant doesn't comply with proper legal notice to enter, they are at risk of an at-fault eviction, but not in LA County right now. So they don't have to open the door even for necessary repairs...there aren't any repercussions.

      @@rantym35 That might work. Or maybe an UD based on committing waste if it's destroying the property might work, too. All worth a discussion with a good, local attorney if in that situation.

    Landlord has come to the property maybe 10 times over the last year and a half. Mostly without 24 hr notice. Is there a number of times a landlord can come over before there are privacy issues?

      Rented probably through 10 landlords never had one come by this much. They are first time renters. I am not a first time tenant

      That appears to be a violation of "quiet enjoyment" unless they are there for repairs of some sort? Discuss with a local attorney.

    I have a friend who may be denied renting an apartment because they want her to show proof she's setting up payment plans or disputing collections on her credit report! IS THIS LEGAL??

      A rental applicant can be denied based on credit and this sounds like it's related to her credit. As long as they give the same treatment to others in a similar credit situation, it seems legal.

    Can you do a video on resident owned homes in a mobile home park? We’re having issues with our park owner/management not taking care of important repairs/flooding/no drainage/hazardous park conditions and I can’t find anything and the Mrl is very wordy and rather confusing. Do tenants have any rights? I live in northern California

    Great Vid! My question is, if I went into a lease with a property mgt. company, 1 year, and the landlord fires the company...is the contract I had signed into still binding with the landlord now? My experience has always been more pleasant working with a management company. Thanks.

      Yes, the lease is still in place and must be honored. Same goes if the owner sold the property to a new owner.

    02:30 not entirely true! Landlords can't just willy nilly enter units EVEN if they provide a 24 hour notice. The 24 hour notice still must comply with state laws and tenants rights. For example, Im not under a lease and I will NEVER allow my landlord to do general inspections or abuse his/her rights of the 24 hour notice.

      That's what "proper legal notice" is. It's a notice that complies with the local laws, including lawful reasons to enter.

      Yep. They can only do it with notice for certain reasons such as: AGREED upon repairs, show prospective buyers or contractors, court order. My landlord tried to tell me she’s coming over to “trim bushes” and i said access is denied as that doesn’t fall under legal reason. We also already have a landscaper. She just wants to snoop and disrupt my peace. Luckily for me i know my rights.

    Do you have a video or info on how all the ways I can collect rent or how I cannot collect rent? one of my tenants says they cant zelle or do electronic transfers. Can I say its the only way I will take rent?

      You may be able to make a claim under unlawful eviction, but you'll need to share the notice and discuss with an attorney.

    We live in California. We have an executed lease with our landlord. In spite of this , the landlord is attempting to raise our rent BEFORE our lease is up. She's threatened to kick us out if we don't pay the rent increase. This is illegal, right? Is it also considered landlord harassment?

      Yes, that not legal and could be harassment...try reaching out to an attorney to discuss. You can be given notice so that the increase goes into effect when the lease ends, but you owe whatever is on the lease for the term of the lease.

    Hello Christian I have several questions to ask? Okay I live in California receive section 8 that it's based upon household income!!! Like 22 year old daughter moved out we had to have the inspection which failed black mold in the bathroom. The landlord consistently drilled me about the rent I explained to him numerous times that the rent is based upon house only income with my householding income has changed. Section 8 was still sending the difference and as far as myself I was waiting for the adjustment but he offered me $2,000 & 50 days to move out. Is that legal

      His offer doesn't comply with state law and would have to be discussed with the housing authority. It's a 90 day notice for termination of tenancy for Section 8.

    Thank you, i guess that first one may or may not be a thing since it's passed june?
    My landlord has an issue with me having an A/C unit in my rented "apartment" and i'd like to think he's literally just increasing my rent because of it. Is there anything i can do (other than move out) to get him to stop bothering me about it (other than having to deal with a higher rent cost)?

      Yes, this is an older video and some of these things have changed. Is the landlord paying the electricity for you to use it? See if you can find a way to meter the electrical use for that outlet and agree to pay for that amount.

      A landlord can't just lock you out, they need to follow proper legal channels through the courts. Make sure you reach out to an attorney ASAP if you are locked out...

    As a tenant the landlord which lives right next door to me accuse me for using $719 gallons a day he has altered his bill which I have I did call the water company up they told me that both of the houses had their own meters and they'll be able to detect who is using the most. Come to find out there's only one meter yes I used to water the lawn periodically I fell asleep in the middle of the night landlord came by and turned it off that was prior before the notice of landlord got now mind you above me there's another tenant which happens to be his daughter living rent free everybody else that goes up there it's all free no occupation no children etc. But the landlord ask about my finances what was I doing with my money. I have fallen on his property I had no feeling in my left leg. Bruce for my hip all the way down to my ankle soft tissue my knee that is still there I do have the hospital report that the landlord mentioned to me that the city has been asking him to fix the sidewalk to prevent anybody from getting hurt he wanted me to go through him and said the insurance which I did not where do I go from here with the harassing the letters the threats the sabotage slander breaching his contract I am overwhelmed at volunteer depression my anxiety got the best of me and it's not as easy as one thing to get up and move my income is SSDI to top it off I have show the landlord up the most respect yes I feed them I feed my daughter above and I do so much work on his property and don't ask for nothing his daughter's company I have altercations with not once not twice but three times every time I got knocked out I heard the landlord's gate he broke two section 8 talking about the incident I did not bring it to their attention cuz I do not need the retaliation and I have my granddaughter here most of the time but I'm so tired of walking on eggshells what can I do I am emotionally stressed out

      It all depends on whether you are month-to-month or have a fixed term lease. You need to review the document you signed to see what it says.

      You can be charged for damages that are beyond normal wear and tear...this is a slightly grey area unfortunately. Ask the property manager for a walkthrough and you can fix the issues that they point out.

      Yes, you still owe rent to the current owner. Just keep paying rent the same way until you get information form the new owner in writing.

    My apt complex is under new management . They have increased there 2 bedrooms by $75 and are now trying to charge me for a water bill that clearly states in my lease that I am not responsible for a water bill . And has added fees of pest control and washer and dryer every month . Do I need to get a lawyer ? How do I go about this situation . I have great rental history and can't afford $200 added extra to my rent thats not in my original lease agreement

      If you're still under a lease, then the new owner can't make any of these changes. If you're month-to-month, then they can make all these changes with a 30 day notice (if you're in California and not in an area with local rent control). You should reach out to Legal Aid in your area and/or visit lawhelp.org to find legal advice.

      If the walls were damaged beyond wear and tear, for example, a lot of holes, or if they were all a dark color that required multiple coast of paint, then yes, probably you could be charged for at least a portion of the painting. You should reach out to an attorney at lawehelp.org to discuss the situation and get an opinion.

    When I moved in 3 1/2 years ago, my rent was $950 a month including utilities. My landlord has raised my rent twice with no notice and now they are telling me that I have to start being responsible for the propane. My month to month lease agreement says they are responsible for it. I live above their garage with gross 40 year old carpet that has been saturated with dog urine, I don’t have a washer/dryer, no dishwasher and no garbage disposal. They do not allow any visitors on the property. They refuse to replace the carpet because they will get new carpet first and they will replace mine when I move out. I pay my rent on time every month. I’m quiet and obey all the rules. Maybe it’s time for me to leave.

      You are required to receive a 30 day written notice for them to be able to charge for propane, and the rental increase notice would need to be anywhere from 30 - 90 days depending on when and how much. Doesn't sound like they are following the law.

    LA City/County resident here. Sept 4th I could only pay slightly more than half of my rent. I also listed a massive number of maintenance requests. I had only two men come out and they took pictures and sd they would have to get back to my mgmt c'y. I gave all the times when I would be here for the work to be done. The two kitchen snks were flooded to the max, no garbage disposals and a broken sieve in the other. One day a man came when I did NOT have the time, he never returned. I have since had the place inspected indoors and out by Public Safety & Health, now called Environmental Safety. She came twice and took pictures, and by the Housing Dept, who sd that certain things were 'civil matters' such as the appliances. He said it would be another 2-3 weeks to finish and send his report. Meanwhile among other things my supposedly 'new but reburbished' refrigerator door will not close and it leaks, thus driving up my electrical bill as well as making it extremely wet on my tiny kitchen floor. Tomorrow I am calling the electric company (LADWP), I must also write the Housing Dept man again to remind him that the bldg is not registered and that there are 5 units below me zoned for commercial use only yet three of them are being rented out as residential units. When the man came and drained the three sinks (bathroom also) he supposedly repaired my bathtub which has been filling itself up over the years. He did not remove the plate at the bottom and I now have a $57 charge added to my rent for 'repairing' it! Is that not illegal? I do not want to go into Small Claims Court against mgmt as I will be soundly beaten and dont have extra money to start a case.
    My rugs are torn, blinds falling apart but these were deemed 'civil matters' aka Small Claims.
    I wish to sue the mgmt company AND the LL for these and so many other unattended to maintenance requests. It's very hard to find an atty who will take on the side of the tenant in LA County. If you know of one please, please, feel free to write me at astralchyld@yandex.com,

They should have to live with rats, mice, black widow spider nests, wet floors, unsafe and unclean back & front steps and open refrigerators and water on their floor now leaking into the torn carpet of the main room.     In San Diego, they don't make repairs and get away with it, in lovely downtown! These places/hovels wouldn't be allowed to even run a business in the other 49 states because they should be condemned!

    Can a landlord come on the property every day if it’s in the lease agreement, also I’m running a 2 acre lot and the landlord is taking over a third of the property putting gate up using my electricity my water on the area , Can he do these things

      Yes, if it's in the lease agreement , then the landlord can do it. If not, then they would need to give legal notice. Also, the lease would specify if you have exclusive use of the full property or not.

      Thank you for getting back to me, it does not say anything on the lease agreement about building pretty much a little sanctuary on the far side of the property to which I am renting . He built a fence with the door ,when you enter it’s beautiful! added landscape built a kitchen bathroom and turned the shed into the loft ! My electric bill has been high because he comes six days out of the week, using power tools almost every day , using my electricity , In his little sanctuary he has two fridges hooked up a microwave , can he use the electric that I pay for on the property, and can he lock the gate to where I can no longer have no entry when I’m renting the whole property

      @@WIREassociates that would be excessive. There is something called quiet enjoyment and even if the owner wanted to show the property it has to be reasonable and it can’t be whenever notice or not.

      NO! There's this thing called illegal clauses, even in a lease! A landlord coming and interrupting/disrupting your peace and enjoyment and right to privacy is abusing the 24 hour notice rule!

    HELP please 🥺 I had just received a 30 day to vacate notice via text message without a reason stated in writing in Sacramento CA, never missed a payment in 6 years and 0 complaints from landlord or others. It is private landlord.
    How I'm protected in this horrible economic times? I've been renting from him for almost 6 years now.
    I'm stunned! Called him and asked to explain, he said he is sorry but need to evict me to put in refugee from Ukraine!
    Now am I protected somehow? I can't afford this crazy prices of new rents in California.
    Please HELP someone!

    Hi question, I was living in an apt condo and my daughter has seizures and it took the ambulance 20 mins to get to us because they couldn’t find our apartment they said there was no map in the complex- we moved out and terminated our lease bcus we couldn’t risk this happening again, do we have any rights as tenants to not pay the end of the lease considering this is a life or death situation?

    I live in Inglewood California I was paying $1,300, for like 2 years in my landlord sold the building and erased the rent $100 so it was 1400 the new owners raise the rent $400 more in the year after that they raced it a $100 year after that they wasted $152 now this year they race the rent $200 more dollars which I think is ridiculous what can I do and that's 10%, it shouldn't it be 5% it's only four units in this building, and I want to move but I don't have the money so how can I get my landlord to get give me a relocation fee because they want to make the building into a Airbnb ,help please 🥺

      It depends on WHY they want/need to enter...not all 24 hour notices are legitimate/legal but you should be careful with that.

    Hi Christian, I live in So. Cal (Ventura County). I am looking for an attorney or agency who works for tenants. I have called a few attorneys whose advert indicates that they will advise both only to be told they don’t take tenants. My landlord raised my rent 20% and began charging tenants for all utilities including trash and other fees. There are quite a few crooked (in my opinion) things she’s done to include installing video and possibly audio recording inside the dwelling. She is refusing to show tenants copies of each of the monthly utility charges as proof of what she’s paying. She is using the garage for storage,
    to include a huge refrigerator which is plugged in yet she is not part of the split between tenants for electricity. I don’t want to air it out here. I will be ultimately moving but she should not be allowed to continue treating people this way. She never advised me of the audio / video camera being installed before I moved in. Need help finding a good attorney. Thank you.

    Can a landlord not repair my air cooler they did not repair it after i gave 30 day notice and they did nothing so i payed for it my self and then i took it out of the rent . now they want the $405.00 back that was for the repair of the air cooler .

    I had my girlfriend move in and the landlords said she could only move in if the rent was raised but did not want to include her on the lease. I live in California.

      That's an interesting one...most landlords would want to include all tenants on the lease, but as long as he's fine with her moving in and you have something in writing showing it, then you should be fine.

    I owned a trailer home on a property i dont own. I was evicted due to mental problems having to cover other coworkers with covid too many hours..i accept the eviction but gave a 15 day written and signed form to the manager to pick up my personal belongings. When I arrived on the day we agreed on the front door was completely removed and there was no one securing my property. I did find my dead mothers jewelry missing from a living room hutch and when i asked the owner why they did this he said the sheriff told him it was normal protocol. What can I do about this. I spoke to the sheriff in question but he just said its a civil matter ...What the hell does that mean?

    Christian, landlord gave 3-day eviction notice(not yet court)and asks for all debt for 5 months to be paid asap,in these 3 days
    the tenant was getting Covid rent assistantship by it stopped on 31March,they threatened to lockout(which is unlawful) what can
    tenant do remain in the property and wait for the court hearing ?can the landlord ask to leave for good if a tenant loses the case?

      Hello Lyena, discuss with an attorney from lawhelp.org immediately! Are you still waiting on rental assistance funds to be paid? If so, the landlord can't evict because it sounds like rent from March 2022 and before was demanded...this means that you're protected by AB 2179. No you can't be locked out without proper legal channels...the attorney will help.

    A landlord increased our rent once I stopped feeding her horses. It wasn't in the lease agreement. It was a favor i did until she hired someone...at least this is what she told me. She said she would make another contract to add new rent. We paid her the new rent amount in good faith monthly since she said she'll make the new contract. Now we're moving and she still hasn't made the contract. Is she wrong or am I wrong?

    My new owner destroyed my plants on a multifamily apts which is older then 15 years old . The new owner demanding that I remove my storage shed which held all my garden tools.. which I did all the landscaping for free and planted all the plants in the yard which was a acre property.. when the past owner put up for sale I emailed her and said some of my plants will be removed upon sale... Old owner stated of course 🙂 But the new owner came over one night unnnounced.. she destroy my plants.. had to call local police.... Due to there was agreement between the past owner which stays with the property? and a email to past owner stated that I can take some of my plants upon sale old owner stated I can take them ..four apts and all four tenants where charged $100 for a Gardner after this issue. Gardner which has never came and $175 for water garbage and sewer total of $275 she gave notice on Jan 2021. Which we all paid ..... And 2 months later she serve a 60 day notice. Which wasn't up to date with current laws three of the tenants left due to her bullied by her.. 😥 2 seniors and a family with infant ... Can some attorney help us live in Nevada county CA..

    What if you recently found out that you are a landlord (I'm the property owner on deed, 2 bedroom house, and have been abused to the point of now having severe mental illness and physical illness, no rental agreement, no rent ever paid, and was asked to leave, but won't. I had to serve 60 day notice, asked for not one penny, and the reason is removing rental property from the market. You live with tenant but sleep on the couch. He occupies my bedroom with my personal belongings and 2nd room. Modified my property, has cars stored in my backyard and has not spoken in months. Would this qualify for a 3 day nuisance notice in Stanislaus County? I am a prisoner in my own home and don't have access to bedroom except while tenant is not here

    If I had a on-site Residential manager at a complex who has a 1-bedroom for $1,895 and he has to pay rent of $1,000 that is against California labor laws correct? From my reading of the law, the owner/Management Company can’t charge rent in excess of 2/3 which would be $1,263 and has to a lot him $790 according to minimum wage?
    Please let me know if I’m reading this le correctly? Because Technically it’s an occupancy agreement and not a tenancy and don’t know if the law differentiates on that point.

      In California, a 24 written notice is sufficient for the landlord or an agent of the landlord to do a walkthrough, especially helpful would be to test smoke and CO detectors, plus check for any health and safety issues.

      If you're in California, unfortunately SB 91 prevents giving a notice of nonrenewal. You'll have to sell with the tenant in place or wait until SB 91 expires.

    Are you absolutely sure? He also has raised the space rent twice. We're on a master meter for SMUD & PG&E, he has stopped applying my discounts, I've spoken with both companies, not only am I still certified until October 2021, they informed me even if it was expired they wouldn't take anyone off during C-19. I'm harassed constantly, His son whom runs the corporate office makes fun of my disability, he's disconnected my electricity, the sewer lines are so old I've had human excrement, condoms, tampons and God only knows what else coming in threwy toilet, tub and kitchen sink which landed me in the hospital with numerous parasites. The list goes on... Help!?!

      Great question and very tough to know at this point, Jason. If California opens up on June 15th as planned, then maybe the eviction moratorium can end on June 30. It will also depend on how successfully the rental assistance funds have been distributed. The legislators may extend it for another couple months just to make sure that there's a buffer for the rental assistance funds.

    My tenant lied on the rental application. Turned out there was bankruptcy and criminal record which is grounds for eviction. Also, the tenant breached the contract with smoking on premises and having pets without my permission. It was 7 days after her move-in that I found out all this stuff. After confronting her, she requested to move out with full refund. To make peace, I agreed to give her refund that she moves out within 3 days. So I let her know that… if she doesn’t comply then I’ll do the eviction route. I know she wants to avoid court and she’s money centered at the moment. Is there anything else I should consider?

    In Sac. most legal questions are answered by a city attorney who also works for the Carrol Miller Justice Center Court House. The attorney is home and he has a published email .       You might be entitled to money. It depends on whether the rental is subject to AB 1482 or exempt (also depends on the local law). The landlord also would have been required to give you a disclosure regarding AB 1482 in order to be able to terminate tenancy and move in.       YES, especially if they are general inspections. External areas are considered an extension to the unit. For example, a patio is titled an enclosed patio because it's a part of the unit. Just because it's outside doesn't mean the tenant isn't in lawful possession of it.

    I noticed you said that a landlord can enter property(outside) and thats fine, of course i wouldnt have an issue as long as i have a notice so i can cleanup or just to be ready but my property manager has come into the property multiple times without letting me know and has forced his way into my backyard to record what i have and brought people to see the house who have walked all around the home and looked through windows and basically invaded privacy without ZERO notice. I have it all on camera and i was not going to do anything until he served me with an unlawful detainer just recently without giving me a 60 day notice. Guy wont even take my payments. Straight to unlawful detainer. Now i want to do something about what he did in the past. would i have a case? Also forgot to mention hes currently doing renovations on the house while im living in it LOL. the house is divided but its one house and he never gave notice of that either, its loud noises at 930am or 9am waking my family up. ridiculous that this is happening. i just wanted to be a no hassle tenant but this guy is nuts.

      Depends on whether the rental property is subject to AB 1482 or not. If subject to the law, then only twice a year and the total must be 5% plus Consumer Price Index (but no more than 10%). If exempt form AB 1482, then there isn't a limit on increase amount or number of increases as long as appropriate notice is given (and it's not considered retaliatory).

      You can ask for it to be rescheduled, but the landlord doesn't necessarily have to comply...he can just post the 24 hour notice and have the appraiser enter. It can be tough to get appraisers rescheduled because they are very busy, but keep negotiating it with your landlord and see if it can work out for everyone.

      You can also highly suggest that having his employees enter while you're sick will simply put his own employees at risk. I agree, don't deny entry, simply be tactful with your stance and request an alternative date and time.

    I’m looking at buying a house (possible investment opp) the house is currently rented out and is on month to month. Is it a bad idea to buy a rental house now? Seems like tenets have more rights than the people who have mortgages to pay.

      Not a bad idea, you just really need to know what it takes to be a landlord. In this case, you'll want to know as much about the renters as possible. If it's in California, you may want SB 91 to expire before buying.

    I received my 60 day notice and I have not found a house my owner terminated my lease because she selling not for none payment I need more time I have 20 days left what should I do legally

      Reach out to Legal Aid in your area and/or lawhelp.org for guidance ASAP. If the property is in California, then she can't terminate the tenancy just because she is selling...that notice may be void, which means that you have a lot more than 20 days. The attorneys will be able to give you the guidance you need. Good luck!

      Hmmmm...you'll need to double check with a good local eviction attorney to discuss. The LA Eviction Moratorium does make things more complicated.

    My landlord entered my home without notice removed a functional window and installed a sliding glass door. did not even attempt to cover my belonging spewing construction debris all over everything i own. he did this on a sunday after i left for work at 2 pm. He also is dumping his dryer vent into my living space making me sick. I told him to stop but it continues.

      He pushed my bed out of the way causing it to come apart. I had to reassemble it remove the soiled bedding and sleep with no bedding until I could take it to be cleaned.

      Get cameras inside and outside of your unit. Don't verbalize anything and email with sent/read receipts to landlord AND OWNERS. If no response, send the same email certified. Keep ALL videos and communications in a folder and backup folder. If they illegally enter again, do not hesitate to call the police, make them come out, and obtain the police report.

    Can a landlord control the amount of electricity tenants use in California?

      Control in what sense, Joe? In most areas, a landlord can charge for electricity if it's not separately metered, but can't use this to generate profit.

      @@WIREassociates In a year spend the home on the average charges $12 to $45per room rented "6 Rooms", depending on how many kWh was used that month. Now that I moved in (Landlord Renting Rooms For More Then 11 years, same home.) the bill has gone up higher. I meter my own power usage 45kWh. At the time the landlord is okay with me doing this for now, but she want to limit the amount used to keep it in the $12 to $45 range through out the year. Is it okay for her to do this and is there a solution?

      @@joemartinez8322 Separate metering is the best solution and bear in mind that common area electricity would probably need to be split as well amongst the tenants. I don't see an easy way to limit consumption, but as long as you're paying for your consumption and it's being fairly split (and the landlord isn't making a profit), then this seems the most fair. Also, refer to what the lease says about it.
      As for the increase in the bill...as we've all noticed a lot of costs are going up. Maybe recent consumption is pushing the whole bill into a higher or more expensive tier for electricity?

      Leases have illegal clauses, I'd personally contact code enforcement, renters rights, and an attorney. If you need electricity, I'm pretty confident you cannot be denied it. If they pay the electric bill and you go over a certain limit, there should be some time of recourse for YOU to pay the extra amount.

    I gave a 30 day notice that I’m moving out. The owner wants to enter my apartment before I leave for 1 hour to 1 and a half hours to take measurements to get a head start for her remodel/updating the apartment after I’m gone. I told her it wasn’t a good time due to working at home and packing and other things happening. She is trying to force it. Can she do that?

      NO! CA does not allow general inspections, that is, if the tenant does not consent. A landlord MUST specify specific reasons for entry!

      The ONLY way a landlord can perform a general inspection in CA is with the tenants consent or with a naive tenant who doesn't know their rights.

      Yes, unless there is a local law that prevents it, a landlord can raise the rent right now. As for selling the house, as of right now if you're in California, the landlord can't terminate your tenancy just because he is selling.

    And Can a landlord sell a property with a partial paying tenant who might not cooperate with a sale?

      Thanks for watching! Yes, these same rules apply whether it's a lease or month-to-month. You can still sell whether a tenant is paying all, some or no rent, but it's a little tougher in LA because their eviction moratorium prevents eviction if a tenant doesn't cooperate with showings. Hopefully this will end soon. Definitely discuss your situation with a good local eviction attorney.

    You talk a lot about what landlords can't do, but you don't say what the consequences are for bad landlords, or what recourse a tenant may have (other than contact legal aid) and what legal remedies exist when a landlord does those things anyway?
