No actually its blurred because its considered indecent and immodest for Muslim men to show thighs.
Why the legs blurred out
In Islam, there is something called 'Awrah', that Men and Women should cover up. It is different for both genders understandably. Men should not show from belly button to low thighs/knee. As they are training this is not possible then but the video is on the internet so I think Makhachev requested it.

Blaze Burst men don’t have to cover in front of men just as women don’t have to cover in front of women. Normally in these videos you see Islam and Khabib wearing leggings underneath but probably forgot to pack or something and told the content team to blur it out during editing. I think it’s just a matter of how firm your belief system is needless to say if a Muslim man doesn’t cover his knees doesn’t mean he ain’t or good Muslim or if a Muslim woman doesn’t cover her hair it doesn’t mean she’s not a practicing Muslim. For some more context on why these are in place is because Muslims believe a woman is like a diamond and like diamonds we keep them covered in a nice velvet box and if you walk in public with a massive shiny diamond sooner or later someone will try and steal it from you. So women cover up their hair outside not to attract attention. Similarly with men from below the belly button down until the knees should be covered
