Technically speaking, the super charge gear for Bonnie is not totally useless. If you are using Bonnie's 2nd star power (the niche one that makes her attack splits like Surge), you can charge her super with 15 pellets instead of 16. Aside from that, you can also get back to your cannon form 1.5 seconds earlier. So yeah, it's not totally useless and you may actually make a good use of it every 948769420 games.
Actually using shield gear on Frank is useful... Against 1 single brawler... Without it Collete can 2 shot and super him but with the shield gear she can't do that. I was grinding Collete mastery for the croma credits last season in Basketbrawl and you'd be surprised how many Franks /and Primos/ with shield gears I came upon. I felt like the game was targeting me at some point lol

and what about Crow and health gear? You will barely get hit with long range, small hitbox and very fast movement speed. You don't need that extra healing!!
