Word to Raff. He is a lot of fun to play. You always have mana up. Play cards like stuffy doll and aligned Hedron network and a list of artifacts at flash speed.
Fractured Identity could combo well with Coveted Jewel. That would certainly encourage your opponents to fight with each other. Also "gifting" your opponents with cards like Thought Lash or Steel Golem might be useful too
I'm surprised Dovescape isn't on this list. Not only is it able to shut down most combo decks almost instantly, it's also just a really _fun_ card, which is something you can't say about a lot of the really good cards in this color combination. It's also ripe for abuse in its own way if you can find a way to make your noncreature spells uncounterable, which is fairly easy to do in blue.
Heres something funny. Right before this video, I thought of making a deck involving Azorious colors. And here we go. I was considering playing eith er Ephara or Brago as the general. Basically the initial idea I had with the deck was synergy using Phantasmal Image, Jace, Cunning Castaway, and Mesmerizing Benthid.
I think the Planeswalker Nahrset is worth mentioning too, I'd say she is almost as good as Venser and Teferi (all three of them can't really protect themselves for long, but Nahrset is cheaper and comes with more loyalty). Her +1 might not be the best thing ever, but her minus and her Ultimate are really powerful. The list is definatly good, but not exactly full of surprises tbh, Azorius doesn't have a lot of powerhouse cards, but it benefits from blue and white being good colors (even if a lot of people say white is trash)
I bought myself 5 foil copies of Teferi, one for every WU deck color combination, and I still like Venser more. While Teferi is far more powerful, I love blink effects.
Lavinia is great, in a stax deck she is brutal making it so your opponents mana rocks are almost useless early game, and keeping them from cheating out most big creatures.
I could be wrong, but it sounds like you're forgetting that there is a third set in this ravnica block. You might actually be considering that, but it doesn't seem like you are.
It’s too early to tell but Emergency Powers could possibly be a top 10 Azorius card. Graveyard based decks are becoming more prevalent. This instant speed spell could be an ideal answer if played in the correct moment.
Azor is meh.... way too expensive. GAAIV is too much of a target to be playable in many meta's - and not fun :( To me the flavor (and fun) of Azorius is in the blink, flash, and ETB creatures, all- stars being: * Mistmeadow Witch * Reflector Mage * Cloudblazer And i think as an HM should be the Aura: * Steel of the Godhead So much voltron in one card!

Fractured identity is just so good when you hit your own Phage the Untouchable with it had to build an entire deck around it

That is true. Seven mana is a very expensive spell. Even in a format like EDH. The card would be more playable if it was a lower CMC.
