I feel this should be a main campaign mission, as otherwise the jump between "Machinehead" and "Obsidian Sands" looks way too drastic, as if it came out of nowhere.
I know some missions in the Epsilon Act Two campaign have quite drastic jumps in plot after "Godsend" (Try to destroy the London Fortress -> Paradox Engine wrecking bases in Africa -> Get Libra -> Kill Yunru after an offscreen campaign in China failed -> Kill the traitor Libra revealed offscreen) but the latter one is the only one related to a Covert Ops mission. "Blood Rage" looks too relevant to be a filler mission.

Totally agree with you about the feeling of a gap within the story when these relevant bits are hiding in the covert op section, however the reason seem to be that the main story missions feature the main soviet general / allied commander / yuris proselyte / Volknet
covert ops are (sometimes) important missions that feature temporary side chacters like some random chinese general in charge of attacking Pacific front.
It's a good way to describe battles taking place att different places like soviet activity in moscow while the main general is on the moon, but since Yuris proselyte is'nt busy doing anything else I don't see any reason for not letting him take care of Libra instead of this random proselyte

i like that even though epsilon is already a formidable army expert in genetic tech, drug and toxin. they couldn`t even spare 1 single sleeping dart for libra.

How did Yuri know about the betrayal before talking with Libra and explaining about the pact between Scorpion Cell and Yunru's Chinese Splinter force.

Read the story it is in the game. Yuri has psychic readers, Yunru and the now online AI said that they were only partially successful in erasing their presence from the psychics. Also no I don't think Libra is in a good state for Yuri to talk. He knows things because he is a psychic.

In my playthrough libra literally destroyed the 2 chinese base near her.

A simillar thing happened to me on that one mission with the remote controlled super apoc tanks... they just went on and destroyed everything
