This is where Walter White reencounters his ex student, and now new partner, Jesse Pinkman, a police officer who was assigned to him as body guard for field investigations.
As the story goes on Walter White starts noticing how corrupt the Police Department is, and how it's all thanks to Chief Gustavo Fring, and his right hand man Mike Ehrmantraut.
When Walter White and Jesse Pinkman decide to go after Chief Gustavo Fring, in search of new allies they are contacted by formerly known HHM, now HHMM (Hamlin Hamlin & McGill McGill), the last bastion of objective, uncorrupted law, which is led by Howard Hamlin, Chuck McGill, and James "Jimmy" McGill, all elite lawyers who have been investigating the corruption in Albuquerce for a long time before the story even started.
Other factions of the Police Department are the "Jack Welker's Gang" which are a big group Neo Nazis in cop uniforms, and "The Salamanca Family", a bloodline of Mexican immigrants that is full of cops and that is specialized in forging evidence, torture as interrogation, and police brutality.
Also, Walt Jr, son of Walter White, looks up to his dad, and wants to become a cop too.

Season 1:

Season 3:
Skyler (Walt's wife) becomes saddened by Walter's depressive state and contacts Gustavo to help him. Gus promises to increase efforts to dismantle the drug empire and convinces Walt to return to the operation as a consultant for an agent named Gale. Hank's investigation into "Heisenberg" leads him to Jesse, whom he threatens through his criminal henchmen without anyone knowing, so Jesse is placed in a witness protection program run by the DEA. Meanwhile, retired detective Hector Salamanca, Tuco's relative, investigates his nephew's death with the help of his other nephews working in the Mexican border patrol, who eventually confront Hank and threaten to expose his crimes. Season 4:
Due to recent problems, Walt and Jesse have grown apart, but the unit has had some success in dismantling a Mexican cartel that had influence over Hank's organization. Eventually, Hector contacts Jesse to collaborate in exposing Hank in an independent investigation, unaware of whom they are targeting. Meanwhile, Gus, upon discovering that they were targeting the head of Operation Blue Sky, decides to sacrifice himself and puts his name in the files as the true boss. The corrupt authorities kill him, proving Hector's theory that the drug kingpin was Hank, so Hector decides to commit suicide with a bomb in an attempt to leave one last piece of evidence from his investigation and to destroy Hank's organization's pillars. After their boss's death, Mike sets out to gather the necessary evidence with Jesse and Walt to imprison Hank using the lead Hector left behind.
Season 5:
After Gus's death, Mike is promoted to police chief, and Walt is appointed as captain. However, corrupt FBI agents take over the case against the local police's will and seize Operation Blue Sky and the Heisenberg case. One of these agents is Todd, who poses a threat to Hank, but due to his position, Hank cannot get rid of him. The FBI, following the lead and discovering that the true leader of the operation and Heisenberg's identity is his brother-in-law, Hank plans to incriminate Walt for everything. Meanwhile, Mike discovers the FBI's corrupt motives and is silenced. So, Jesse, Walt, and Jimmy combine Hector's case to imprison Hank for his crimes and officially present the case, making Hank nervous. However, as no one wants to testify, the corrupt FBI agency dismantles the case to take advantage and unofficially execute Hank. They also try to disappear Walt and Jesse. Finally, Jimmy manages to obtain solid evidence and, with the support of the local police, imprisons the corrupt FBI agents and dismantles what is left of Hank's cartel. Ultimately, Jimmy becomes federal attorney general, Jesse is promoted to sergeant, and Walt receives the Medal of Honor before dying peacefully.

Tuco seems like he's the loose canon that slips further and further from actually upholding the law, until the end of the series where he's nothing but a Punisher style vigilante.

He didn't catch Walt because he was his brother-in-law and he considered him good, I don't think that's being incompetent. We saw that he was devastated when he found out that Walt was the kingpin he was looking for. Furthermore, being moral does not necessarily mean never breaking the law.

In this universe Mike was a criminal. After the death of his son, who was involved with a gang, decided to turn his life around and become a cop. Taking down gangs in hopes to stop more young men from losing their lives from gang wars.
This would be the greatest cop show of all time.
I like to think that the plot has Hank not knowing Walt is a cop, and he keeps trying to find out who Walt or "Sgt. Heisenberg" is. I like to imagine that it's called "Operation Blue Sky" and they spy on Hank in the RV.

At the same time the new gap in the market created by a vigilante (Walter doing off-the-book justice) named Heisenberg makes getting into the drug market very easy and profitable. In response Hank, at the height of his career do to taking responsibility for Walter's heroics, turns to crime, utilizing his vast knowledge and connections in the business to make money selling drugs while keeping his cover up as the head of the police department.
Hector would be a Columbo like detective who would zero in on the suspect early on but would use his condition as a means of being underestimated, then have the twins reveal all the evidence he got while no one was looking
