Jury is still out on phastos. At the beginning of turn 3 in most games, you've seen 6 cards from the deck, meaning 50% chance to get Phastos on the main turn you want to play him (more like 25% in arishem). Is he a snap condition on turn 3? Maybe, but your next 3 cards aren't necessarily going to get the buff you need. He's the shiny new toy in Surfer, but is definitely not required.
