I just thought enforcer wasn't good value for the money when I tried it myself. Level 4+ is actually pretty decent, but you just have to invest so much money to get there and it doesn't do a very good job in the meantime because the range is so small. I'm impressed you managed to get so far!
Though enforcer is pretty good you do not use it to solo the game itself, on early game it can solo and the eco is pretty good but past wave 17 you should use a different tower than enforcer or pair it with enforcer
