1. I prefer Toad in Rift because low hit + high damage is usually more preferred. Cerebella's kit is also straightforward and MGR loop exists. 2. It really depends on you. Both Marquee works with Surgeon. TC for offensive support and ICU if you're planning to use her as a main fighter.

OK already have talked about bloodbath being #1 with zeow and said that bloodbath is not really better than primed the video is just for beginners that might want to know which are worth diamond so your own decision is very debatable in my opinion.

...you were fighting with gang green in the dec mentions but didn't mention her? Whytho? She's absolutely cracked - even if she lacks damage in comparison to poltergust she more than makes up for it with easy miasma stacks. All you'd need is one other half decent character to nab a kill and switch to her - which I find relatively easy

I did VV first but I love using Phantom Threads more. I don't like sitting there doing nothing to get Miasma. I prefer hitting the opponent straight with unblockables and massive damage.

Surgeon General is bested by claw and order huh?Yeah,that's not really true while claw and order definitely have a potential of being a ms fortune Surgeon General has better vaule than her simply because even though she does have an offensive potential and while not dealing higher damage than her she has a supportive role too making having her having more value even Kevin pepino has an opinion of giving surgeon General five stars in his reviewing series while he gaved claw and order a four.

Evergreen is a defender/support. I believe offensive fighters should be prioritized more.

23-25 mill depending on the character prize fight. Some are as low as 15 mill.
