I dont think we need to remove the center panel where the spare tire is. In my 2015 Camry, I just removed the three clips at the end and pulled the fabric out and there was enough space to replace the bulbs.

If you have trouble rotated the bulb out use pliers. I couldn’t get it out any other way.
