If he did it without the ball then it would be pointless because the highest pace would always win.
Notice how in neymar and costa's group, they were statistically the slowest players,

The fair way to test this is using these players without a ball at their feet simply because even though players like ronaldo, bale and Neymar did not have the greatest stats by far, their dribbling and ball control allowed them to take better, more precise touches and get them over the line quicker

blije_kip Because Pace isn't how fast the player is. Pace is the Sprint Speed and Acceleration stat added together and then divided by 2. Sprint speed is how fast the player can run and acceleration is how long it takes for then to get to that speed to the higher acceleration the shorter it takes to hit their top speed
