My personal experience with geneticists on goonstation is that they either don't care about you or they kidnap most of the station and turn them into monkeys
You don't have to scramble the DNA to turn them human. You just have to break their intact monkey DNA which is always present

On para atleast, Hulk makes you... let me grab a list.... hmmm...unslippable, unstunable, unpushable, cant be stam critted, and you can break down walls. Combine it with swift and god damn will sec hate your guts! (disclaimer, you will get appropriate violent responses from crew on how to handle you and possibly admins)

I used to play on fulpstation, but this was recorded on TGstation.
Fulp is a TG-downstream, meaning it uses TGs code base. So any TG-related guides would most definitely help you out on fulp!

Gott. Genetics was my first role, and as soon as I mastered every aspect of it, I happened to start playing servers that either lack or nerfed genetics. Paradise, for example, where it's 10* more complicated, or Eris, where it's removed altogether.

No need scramble first thing. Just click the genomes until you find monkified and then change any letter there to disable it, turning them human.
Actually, geneticist is a job that is medical and scientific at same time. Medical, because cloning people, scientific because making new mutations. Thatd why geneticist have acess to both research and medical comms (at least thatd how it works on SS220)
For TG-Station they used to be medical but now it’s been moved to science with the removal of cloning.
You can also change one of the values on monkey Dna to disable monkeyism

Are the monkeys players? Or does it depend on the server?
One of the three times I played I had a tourist role, roleplayed like I didn't know what was going on, didn't know what was happening and after talking to a suspicious counselor started harrassing a bleeding monkey (I think it had scissors?) to get it to the hopistal before it bled out.
Gave up once I started bleeding and proceded to be hunted. It stopped when I got to the hopistal sector I think.
I also got trapped in the walls as a tourist once too. No one could hear me behind the thick metal and when it was time to get on the shuttle at the end I had to slowly wait out my eventual death. No one was around except antagonists at the point sadly, who most likely trapped me.
(This is from a /TG/Station perspective. Via admin commands anything from slimes to burnt cigarettes can be made sentient aka controlled by a player)
Monkies are typically non-sentient at roundstart and thus not controlled by a player. However "random animal sentience" is an event that can occur and make anyone from Ian to a Cockroach controlled by a player (typically dead/spectating players).
Via genetics once you research monkified you can transform yourself and other crew into monkies.
Cargo can order mind-control caps (in the style of Ape Escape helmets) that offer a monkey up to spectating player to take control of. Changelings also have the ability to transform into monkies.
I'm sure there are a bunch of other methods I didn't think of among other ways (for both TG and other codebases also) to play as a monkey in SS13.
Also monkies can silenty pickpocket ontop of being able to pickpocket items from players hands REALLY quickly (even when not player controlled they can do this). What could have happened is some "genius" decided to attack the monkey with scissors and the monkey took the scissors from him like an uno reversal card.
A counter strat for chefs, geneticists, medical, virologists and bartenders is to typically put pieces of paper in each of the monkies hands so they can't harm you, then cuff em.
