Short story: Two characters might be able to destroy their own universe, but that doesn't mean they are equal in strength. Because what if one's universe is just bigger than the other? So we need that comparison to see who's cosmology is bigger or more complex. Long story: "Better" sounds like a nebulous term in this context. If I had to guess though I'd say they meant something like bigger, 'stronger', 'more complex', 'more abstract', etc etc. The purposed to powerscaling is that it gives them a "bigger" measuring stick to compare to other verses. If character A destroys a universe that is infinite, but character B destroys a complex and layered multiverse, that doesn't inherently mean that B > A, but we can make more conclusive statements about B than we can about A. And in many cases, depending on context, we might outright be able to say that B is in fact stronger than A. Or even just existing in one type of cosmology might automatically put them above someone else. Like how outerversal beings just existing beyond concepts might automatically put them above someone uni+/multi+, even without any explicit feats.
