International rules state that it is not a foul if you touch the top edge of the ring when you are behind the dividing line, the line that divides the ring in half, but if a thrower touches the top edge and uses it to provide propulsion than it is in fact an illegal throw, foul. Certainly looks like she is using the rim of the ring to push off of. This is clearly stated in international rules.
Well officials obviously overlook the rules in many parts of sports and in the world of track and field and especially throwing the rules mean nothing if you get away with breaking them in all aspects of throwing. Just another example of where sport is now and always has been.@@gerlofholkema3110
