When it comes to earning money, your guess is as good as mine. The only advice I can pass along is what I've been told, which is just start shooting and uploading and hoping you find an audience.
If you need topics, I'd say go watch this video from Mark Duplass. I can't vouch for the film-festival advice, but I'd pay attention to the stuff he says earlier, which is where he says find your smartest friends and start doing stuff regularly, then try to find those moments that actually resonate to others.
