I live in Northwest Oregon USA , folks and law enforcement are so uptight over here I doubt this would ever be allowed....It is certainly not taking place anywhere over here...

Guys are doing Brake Stands not Burnouts !!!!
Burnout is when you floor it and produce a ton of smoke without the brake..
People do these wrong,no need to hold your brake when doing this..
Just floor it and they will light the tires up like that ! And actually look better because they are moving quicker ! 30 - 40 mph with a ton of smoke coming out,looks better than a brake stand such as these..
Some cars need to be brake torqued,hold the brake until the wheels spin then let off the brake and keep it floored..
I know even long time ago people didnt know how to do it...same thing today !
