LIFELONG PEDESTRIAN here. I walk/bike everywhere due to seizures; I absolutely believe people would show more caution if they knew a person could legally damage their car. I LOVE THIS.
I know that lady in LA who got arrested for throwing bricks at dozens of cars is salivating at this video.
Just the fact that this is an idea and something pedestrians are asked to use, tells us that driving culture has a long way to go in improving over there.

For real. As a cycle commuter I see 90% of cars drive over the cycle lane at a certain place, even one second after seeing and passing me (goldfish memory or complete a-holes). One day I found a road cone and placed it in the cycle lane where they normally drive over. 0% of the cars wanted to hit the cone. Not even one. But they'll happily swerve into a cyclist.
I reckon itâs for people who have a property fetish but donât give a damn about people. People who fantasize about running people over. They know who they are lol

When I go for walks I always take a big walking stick...not for dogs or whatever but for the cars that want to buzz by me as close as they possibly can...I've been ran of the side of the road and sidewalk more times than I can count by speeding cars...now when a car approaches me I just casually wave my stick and voila the car GIVES ME SPACE!!!
I used to do the same thing when I jogged. I started after when I had to dive into a ditch (full of brambles) to save my life.

As a handicapped person I walk with my keys in my hand with one poking out. You'd be surprised how cars know enough to stay back thinking there gonna get scratched. Works on owners to. Love your idea to.
