Horizon Forbidden West PC fix stuttering/low fps in cutscenes

I was having this problem and I found a solution that works for me. All I did was remove the 2 files dstorage.dll & dstoragecore.dll from my folder in my steam library.
I also changed to "prefer maximum performance" in the Nvidia control panel, but I don't think that would be an issue.
It's a rather annoying inconvenience, but it seems to make the cutscenes MUCH smoother. Even running at my typical frames when playing the game.

Hey man. I have RTX 3060(6gb) and 16gb ram. Isn't it enough for high or ultra graphics?

Tried this, the game won't even start now. I get the "Sony Interactive Entertainment Presents" and then it crashes. The game is borderline unplayable as it was with how much it stuttered in cutscenes and occasionally throughout regular gameplay

@@ngz1123 if it was unplayable before you did this, maybe there's something wrong with game files? try the Steam file checker if it's Steam, if not reinstall

Delete those 2 files and play game in exclusive full-screen. It worked for me.
