Roaming, go up the climbable thing at cragnos peak (where the Entei statue was) and there will be cave. At the end the legendary beasts will be there and they'll run off with some dialogue saying
"Entei, Suicune and Raikou can all be found roaming in the wild."

The game has 8k+ active player on average. Not only that the creators actually incourage content creation so it brings more players because if they don't have players they get no money and if they have no money they won't be able to reupload the game.
