Belgium (and Luxembourg) are known as the Southern Netherlands (which were the Burgundian, Habsburg, Spanish and Austrian Netherlands), while the country of the Netherlands as we know it today, were and still are the Northern Netherlands. So The Netherlands never actually controlled Brussels. The only time Brussels was part of the same country as The Netherlands was in the United Kingdom of the Netherlands, which was a country formed by the Northern AND the Southern Netherlands, or as we know it today, the Benelux (countries).
