Most of the time units don't even soend the money on things they actually need, last year my commander asked the unit to write things they thought we needed on a white board to buy with end of year funds. Nome of the things that were suggested were purchased but the squadron did buy some new flat screen TVs, a VR training system and more workout equipment that almost never gets used because it's locked up and nobody below E-7 knows the combination.

The Army ammo supply system is highly convulted.
Lets say for Nov of 22 your unit requests 5,000 rounds of 5.56mm for zeroing and qualification purposes.
The Army supply system will look back at what your unit requested and used historically for this purpose.
The Army will deduct an amount equal to the average amount of unused ammo from previous requests.
The problem here is that in many cases the requesting officer was not in that job a year ago because of in unit or PCS leadership rotation.
So if last years training was cancelled and all 5,000 rounds was turned back in.
    Your unit wont get squat.
Welcome to the military supply system.
If you want 1 order 5.
If you need 5 order 10.
If you need 10 order 25.
If you need 25 order 50.
If you need 50 order 100 and they will ship you 25 with a back order for 25 more.

You might have a good saw man on the first one who didn’t make any miscuts, only to have a less experienced one on the next. Sometimes the shipping of extra material is near impossible due to lot # and color matching, also the time issues associated with ordering more material, also when you have a schedule that depends on trades finishing before another can start the expenses can add up rather quickly.

We were excited right up until they informed us that we had to shoot the rest of the ammo. I can’t tell you the thousands of dollars of ammo I fired as quickly as possible to be done with it all. We kept shooting until sunset, which was around 8pm or so. Such a waste of money. And I’m telling you there was no actual training being conducted after a certain amount of time. I live near the former Fort Ord. In the late 80s the Army and National Guards would practice with M60 machine guns on the range and we could hear them. About nine o’clock the training was over and we could hear them burning off the last of theirs ammo. Sometimes older NCOs would do the shooting and they had a rhythm which was almost like music. I think they were left overs from Viet Nam. 😅

My rifle coach (former Navy SEAL) made us pick up every. Single. Last. Piece. Of brass we used. I spent more time picking up brass than I even did shooting, which always confused me because we weren't shooting anything reloadable (the first couple of years, anyway.) And I was always so distressed about the condition of my nails afterwards. (Hey, I started as a 12 year old girl.)
Eventually we moved on to bigger bullets and learned reloading, but to this very day I still never paint my nails besides a protective clear coat. (Except when I got married and my mom got re-married. Then took them off immediately afterwards. 💅)

I was bored, so i went to see if i could still shoot expert with my off hand. I did, but realized i was shooting left handed, but right eyed. So, i went again and just kept my right eye closed. That ended up being the difficult part of it for me lol
That's one suggestion i give to newer shooters. Learn to shoot off handed. You don't need to be AS good with it, but you'd never want to find yourself in a situation where it would be handy and you've never trained for it. At that point it's too late.

I had this incident in basic training. I went through basic in June of 2018, with C Co 1-46 infantry, Fort Benning. When we had machine guns assigned to us, both the 240s and the saws, I had been assigned a 240. It replaced my main rifle and that was the weapon that I had to carry around at all times instead of my M4A1. I had to carry this thing around for the ladder 2/3 of basic, see? Well during white phase, we of course we're going to the rifle/machine gun/grenade/GL ranges, right? So on the day of the machine gun range, I don't get to shoot my own 240 I have to end up shooting a completely different 240 which is a pain in the ass if you ask me... But at least I did get to shoot the rest of the ammo for the day as one of the people assigned the machine gun. Well I go to take apart my 240 when we get back to the barracks, because after the brass check we didn't have time to pull apart and clean our weapons at the- typical. When I take apart my 240, I pull off the butt stock I pull off the grip I take out the entire bolt carrier group, and the moment that I take out the BCG, some fucking how, not one, not two, but FOUR live rounds of 7.62 come tumbling out of the gun. Everybody in my platoon was scared shitless, because somehow between trainees, drill sergeants, range safety, etc, this entire fucking machine gun made it back to the barracks with four entire fucking rounds jammed into it by some unholy miracle. I was pretty much the only person who kept a level head during all of this, while everybody else was freaking out. Mind you, it was a Sunday, because range was on Saturday. So while everybody else is going to go get on buses to start going to the different religious services for that day, I take that opportunity to fling all four rounds into the woods next to the barracks. To this day there are still four rounds of 7.62 somewhere in the woods next to Charlie company 1-46 Infantry

As a military officer, this practice exists, but the “use it or lose it” justification people use does not. If you establish ammo requests for training IAW STRAC and doctrine/unit TTPs and then end up not needing as many rounds, all you need to do is write up a quick memorandum explaining why ammo wasn’t all needed for submission with your normal dunnage and leftover rounds. The reason this often isn’t done and rounds are wasted is because it takes slightly more time and thinking than most officers and NCOs want to spend on things. Another reason is because the military doesn’t want people leaving brass all over and can even send it back to facilities to be recycled. Use it or lose it only really exists for your leave, despite the fact that there is no enforced requirement leave is even approved.
