Different powers of mayors. A mayor in 3.0 really had no power. Could only approve businesses and give out money. In 4.0, so much power where she can do a lot of the stuff she wants to do
She's really good at getting stuff set up and in place. And she's fair to both sides. There will be cool events up north now. Shes never went hard against crims either. She can gets stuff done ooc that many cannot as well. Bobby Charles was just for pure content eventually getting impeached lol

He got cocky because he got close vs. Lang. He could get mayor if he played his cards right, helped a well liked mayor, and actually took a realistic stance a little bit instead of buttering people up. He’ll get it eventually but the man behind Osvaldo must know and specifically be playing his character that way.
