At 2.(a) why cant the biased coin be arranged too?

the x3 in 2(a) is not arrangement, but it is actually the cases where first normal coin is Head, 2nd normal coin is Head and 3rd normal coin is Head (three possible outcome therefore x3).
for the biased coin that show Head, we have only one biased coin therefore no other possible outcome.
