this a satirical take on this
    Summary of the Kirki incident
On 21 July 1991, the Greek tanker Kirki lost its bow off the coast of Western Australia (WA). During the incident and the subsequent tow of the tranker to a safe haven some 17,280 tonnes of light crude was lost. Serious pollution of the West Australian coast was avoided due to the dual combination of severe weather conditions and the effects of the Leeuwin Current in dispersing the 7,900 tonnes of oil lost during the initial stages of the spill off Cervantes and Jurien Bay.

I see why that's the natural point of reference, but I do see an interesting wrinkle in the comparison: I think there is a small but telling difference, in that some people will think this is a genuine interview with a politician, whereas
Monty Python were not usually quite so deadpan and naturalistic that they could pass for the thing they were lampooning. I don't think many people could have mistaken their Spanish Inquisition for the real thing, Cardinal Fang notwithstanding...
I see this as more in the understated, dead pan line of comedic descent from Beyond the Fringe, whereas M P seems to me to owe more to the peerless genius of Spike Milligan, exploring the outer limits of the intersection of conceptual, abstract humour and silliness.
Having said all that, this particular sketch is about as far towards M P's style as Clark and Dawe ever went, so I'm not hosing down your comparison so much as adding a footnote that (for me) it's not quite a typical example.
