The best part is thst his domain is just a basic supermarket and his killer move are just some discount ribbons killing sukuna instantly. No fancy shrine or dimension, just a move he probably forgot he had a few minutes later

Exactly, one glance is all he needs.
Not to be able to do it(because apparently there is nothing he can't do) but to sort of get the "inspiration" of sorts or example to follow.
To be precise Comic Garou wasn't even able to perform time travel himself, at least not yet.
He shown Saitama what he envisioned of doing/technique he was trying to create/develop, without having figured out how to actually perform it and Saitama at mere glance took that incomplete time traveling technique and perfected it/made it work in no time.
Fun fact, all this was explained in manga to have happened on subatomic level.
So apparently Saitama out of nowhere has subatomic level of vision, X ray vision(to see within Cosmic Garou's body), subatomic understanding and manipulation etc.
All while usually looking goofy and clueless af.
