The EU offered this, but Frost turned it down. FM came too ;late for me, but I did work with young Europeans, all of whom were well-educated and great people. I admire anyone, who works in a foreign language as my German has never been that good. It is not just skilled workers, but the quality of those doing more menial jobs, like hospitality and contact centre work. they are young people, who do not really care about how much/little they are paid nor where they live - as they are not at home that much. After years in education, they enjoy a less demanding job. We have had such arrangements with Australia and NZ for decades - Aussie bar staff in London was a running joke and friends of mine did fruit-picking and even washing-up jobs in Oz. Good to see this anti-European nonsense being driven out.

I hope the idea gets shut down. Why? Because it's obvious what the Brits are trying to do: cherry picking to create unequal treaties, favouring some EU countries over others. As one Brexitist once said in an interview: he liked freedom of movement, but only for "proper Europeans", i.e. anything East of Germany, Austria and Italy is Afghanistan or something. Brexitists left the EU because we were in it, if the EU had stayed a Western only thing, they'd be fine with it, but they hated us, Eastern peasants. It was obvious in their whole rhetoric surrounding Brexit. Britain wanted to keep the Iron Curtain going with Brexit.

I don't mind ad hoc arrangements with EU countries. This was why I wanted to leave, so we were not forced into things, but could do deals that benefitted us. By the way, we should try and establish better relations with China as I hear China has a huge trade surplus of dollars which it is looking to invest in physical assets. I heard the middle of Spain is due to get a large Chinese car plant, and China is investing a lot in Hungary. This is because Hungary has shown a supportive diplomatic stance towards China and so China feels its investments are safe. Starmer wants all this green energy, right. Well it is all about who has the capital. The US wants to play tough with Europe under Trump, so don't expect a good relationship there.

Sorry to blow up the idea but bilateral agreement will not work as long as Spain is part of the Schengen agreement. While granting work permits are a national thing the right to stay in the area is a Schengen wide issue. So any stay for more than 90 days in 180 days has to be agreed with all Schengen countries. I am 100% supporting the idea but it has to be for the complete Schengen area and the Brexit loonies will go nuts about it.

Note: its not anything like FOM as the UK had as EU members - it will be like the existing youth exchange program between the UK and Aus and be for employment in sectors needing minimum wage unskilled workers like hospitality and NOT jobs like nurses, doctors, teachers, ski instructors etc who will still need formal work permits under a points based system.
Your residence privileges will only apply to the nation you have an exchange visa for and that means that if you travel to another EU nation things like your health insurance don't transfer out that nation and you must arrange holiday cover.
Then once you age out (typically when you turn 25) then you cannot stay on unless you can satisfy immigration requirements in a skilled or semi-skilled category or possibly marry a local.
