It is classical Raag, so yes similar to scatting using the classical notes, he is the nephew of the great Pakistani qawalli singer Ustad Nusrat Fateh Ali Khan who was also his teacher and who's 'scatting' as such was infamous, i hope you all get to hear his uncle, they come from a family that goes back generations in their training in classical music.
Rahat Fateh Ali Khan's guru/mentor was Nusrat Fateh Ali Khan, who I'm sure many on this thread would agree, is on another level.
