Here is what Short-Term Rentals are defined on the City and County of Honolulu website:
Short-term rentals (STRs) are also known as vacation rentals, and are lodgings that provide guest accommodation for less than 30 consecutive days. In order to preserve housing for long-term residents, STRs are only permitted in resort-zoned areas and a couple of specific apartment-zoned areas.
The actual list is below. You can do STR in 4 areas. Waikiki, Ko Olina, Turtle Bay, and Makana. Ko Olina and Makana are west side of Oahu. Turtle Bay is located in the North of Oahu. The map is from the website below:

Properties zoned “resort mixed-use” or “resort.” - This category includes the following legal STRs in Waikiki: Ilikai; Ilikai Marina; Waikiki Shore; Waikiki Beach Tower; Trump Tower; Ritz-Carlton; 2465 Kuhio; Marine Surf; Pacific Monarch; Bamboo; Luana; Regency On Beachwalk; Waikiki Grand Hotel; Cabana at Waikiki; Imperial Hawaii Resort; Kalakauan; Kuhio Village; Niihau Apartments; Royal Aloha; Seashore; Tradewinds Plaza; Aloha Surf; Hawaiian Monarch; Island Colony; Palms at Waikiki; Royal Garden at Waikiki; Waikiki Banyan; Waikiki Sunset; Ala Moana Hotel; Executive Centre.
Ko Olina: Ko Olina Beach Villas;
Turtle Bay: Ocean Villas at Turtle Bay;
Makaha: Cottages at Mauna’Olu.

Aloha Eren😁 I am not sure actually! Maybe they have Non conforming use certificate also known as NCU or they are renting it one time thirty days. So they do monthly rate! Thats my guess 😁
