For those of us who have studied Law, matters of Law don't happen by word-of-mouth. Finance bill 2024 cannot be rescinded by word-of-mouth to render it null & void. There must be a formal process that finalizes the matter, thus ending the bill.
With or without the presidents' signature, this bill will become an Act (Legally).
