I am a Real Madrid fan so I might be a little biased in saying that Bale is better but, I also have somethings to back it up. Bale has his presence felt all over the pitch. Defensively he is very brave and will track back and tackle for the ball. As seen in the match vs Belgium, Bale can also play in midfield and control the game that way. Example: His wonderful vision and pass that led to Wales' second goal. And finally as an attacking player Bale is absolutely sublime. Bale can play Right ,Left Wing and Striker with no problem, he was also an exceptional CAM at the start of the season. Neymar is good at certain things like doing his skills which will inevitably frustrate opposing players so they will do risky tackles on Neymar and will get them in trouble. But when the going gets tough Neymar just isn't as good as Bale. Neymar scores a lot of goals which don't really count for anything(scoring at the last minute or scoring the 6th goal against a poor bottom of the table team.
I think you also have to consider that it's a valid comparison between a young player and a player in his prime. But Neymar is a better goal scorer/assister which is, in theory, the point of being a forward. Think back to when Messi was hurt earlier in the season, Neymar carried Barcelona (as did Suarez) and was not scoring unimportant goals. It's hard for any player to be a phenomenal goal scorer in the presence of Robaldo or Messi.
