I think terminus is a really good item for viego, maybe as 4th or 5th item if you dont wanna go steraks or ga for some reason.
Because viego stacks up the passive so fast. Remember, his passive makes it so his abilities apply a mark on enemies, and hitting marked enemies make viego attack a second time.
This means viego can stack terminus just as fast as he stacks conqueror stacks

What do you think of terminus? It feels good for me, it’s kinda like conquerer it’s mostly good because it stacks so fast, in the blink of an eye you have all that armor and MR and 33% pen (which isn’t that important because of his kit, but it’s still useful) plus the AD and attack speed is good. I haven’t really seen other people use it though.

Any "weak" champion becomes OP in the right hands, seriously Hells your Viego is ridiculous your skills are so much better than 99% of the kids playing Wild Rift. Also, really considering when to play a champ based on the enemy team's comp is something players (including your truly) don't do very well. Awesome gameplay!
I think Kalista is also one of the champions that counters Viego, because of her mobility that she can easily escape or maintain distance to punish Viego.
