I think the Brian O'Neill deal is similar to this, he was waiting for other deals to happen to hopefully make more money himself, is a smart move. And then there is the signing bonus thing

I have been in "accounting-adjacent" jobs, not familiar with what reason for this July 31 date? Only thing that is likely is their Fiscal year starts Aug1, but I cannot (easily) find when the vikings fiscal year starts, just a whole bunch of crap on regular season schedule. Maybe an actual accountant has an idea?
