Fact, there are lawyers that will find Any way to get criminals, crooks, back on the street. If anything goes wrong, the disgusting lawyer could point out in court that the Officer never gave the criminal the command to raise and show their hands. It's known as a loophole. So Officers have to give commands inspite of what they see. That is called, cover your a$&. It's not for show or TV. Simple, common sense.
